Renewable Solar Rooftop Grid Installation — Municipal Buildings

Background

The State Renewable Energy Development Agency is floating this tender under the PM Surya Ghar Muft Bijli Yojana for installation of 500 kW aggregate rooftop solar photovoltaic power systems across 24 municipal administrative and public utility buildings.

Scope

• Supply, installation, testing and commissioning of grid-tied solar PV systems
• Minimum module efficiency: 21.5% (Tier-1 panels only)
• Bi-directional net meters and SCADA-based remote monitoring
• 5-year comprehensive O&M with guaranteed power generation
• Civil works including cable trays, earthing, and lightning arrestors

Eligibility Requirements

• MNRE empanelled solar system integrator
• Installed capacity in last 3 years: minimum 1 MW aggregate
• Turnover ≥ ₹5 Crore in each of last 3 financial years
• Valid GST registration and PAN
• EMD: ₹36,000 (refundable)

Special Provisions

• MSMEs may apply with 50% relaxation in turnover criteria
• Startups registered with DPIIT are exempt from EMD
• 20% price preference for Make-in-India solar equipment

Important Notes

• Beneficiary buildings are listed in Annexure-III of the bid document
• Shadow analysis report for each building is available in the data room
• Performance Security: 5% of contract value, valid until O&M period
